Full Subject Based Banding
The Ministry of Education (MOE) has made changes to the secondary school streams starting from 2024. The Express, Normal (Academic) [N(A)], and Normal (Technical) [N(T)] streams will be removed.
Under the new system, students will be posted to secondary schools based on three Posting Groups: Posting Groups 1, 2, and 3. The PSLE score ranges for these groups will be mapped from the existing N(T), N(A), and Express streams, respectively. The Posting Groups will be used solely for the purpose of admitting students to secondary school and to guide their initial subject levels in Secondary One.
The use of Posting Groups in Full SBB represents a significant departure from the current stream-based system, signaling a transition to a more adaptable and personalized approach. Posting Groups are solely utilized for admitting students to secondary schools and determining their initial subject levels at the start of Secondary One. Once enrolled, students will be placed in mixed form classes with peers from various Posting Groups. Approximately one-third of their curriculum time will be dedicated to taking common subjects together, such as Art, Character and Citizenship Education (CCE), Design and Technology (D&T), Food and Consumer Education (FCE), Music, and Physical Education (PE).
With Full SBB, eligible students will enjoy greater flexibility in selecting subjects at different levels based on their individual strengths and learning needs. They will also have access to a wider range of subject offerings and programs. Although the three Posting Groups align with the PSLE Score ranges of the existing N(T), N(A), and Express streams, they will not restrict students’ secondary and post-secondary experiences or pathways, unlike the current academic streams.
The implementation of three Posting Groups ensures that schools remain inclusive and diverse, accommodating students with varying learning profiles. It also provides opportunities for students to interact with peers of different interests and backgrounds.
Mixed form classes
Once students enter secondary school, they will be grouped into mixed form classes comprising students from different Posting Groups and will have opportunities to interact and learn with peers of different backgrounds, strengths, and interests.
